Failure Implodes

Today, Philadelphia, like many other American cities, took another step toward ridding itself of high-rise public housing projects.

This is a trend that most major cities, even Richmond, are adopting - the conversion of high-rise projects into mixed-income developments.  My very brief opinion: I tend to think this a good idea for developing sustainable public housing communities.  You?
